In short

Essex Block Management manages blocks of flats and estates of houses in Basildon and nearby, including Laindon, Pitsea and Wickford, from our office in Chelmsford. Full management is £240 a flat a year plus VAT, minimum £2,400, with a named manager, four site visits a year and the service charge held in a client account in your building's own name. We are regulated by RICS and members of The Property Ombudsman. About one Basildon household in five lives in a flat, and many blocks have the council as freeholder.

Basildon's new-town estates include blocks run by residents' management companies, often with an estate element for roads, parking and open space as well as the service charge for the flats. Town centre regeneration has brought new apartments onto brownfield land, such as Chapelgate on a former car park.

On the Brentwood side of the border, Dunton Hills Garden Village has outline approval for up to 3,700 homes, with the first phase expected from 2026. Garden villages of that size are managed through estate charges and a management company, which is exactly the kind of estate we take on.

01The buildings we look after in Basildon

  • New-town blocks from the 1950s and 1960s. Flat roofs, windows and, in some blocks, communal heating reaching the end of their lives together. The work is a long-term plan so the leaseholders are not hit with every bill in the same year.
  • Estates with flats and houses on one site. An estate element for roads, parking and open space alongside the service charge for the blocks. The work is two budgets kept apart and explained to everyone.
  • New apartments in the regenerated town centre. Developer-built blocks with an agent the residents did not choose. The residents' company can change it on the notice in the agreement.

Basildon falls under Basildon Council, whose planning and building control teams we deal with when repairs need consent.

02Basildon in figures

At the 2021 census 14,188 Basildon households lived in a flat, about one in five. More than one in five rented from the council or a housing association, one of the highest shares in Essex, and that shapes the blocks: many have the council as freeholder, with leaseholders who bought under the right to buy living alongside council tenants. The council manages those blocks itself. Right to manage needs two thirds of the flats on long leases, which mixed council blocks rarely have.

The rest are privately owned blocks run by a residents' company, a right to manage company or a freeholder's agent, from Basildon, Laindon and Pitsea to Wickford and Billericay. Those are the buildings we manage.

04What we take from them

The tribunal sets a management fee by the service actually given: £150 a flat at Thistledown Court, where nobody inspected the estate. It tests insurance against what other insurers would charge, as at Langthornes. And when a board takes over under right to manage, it should check what the old landlord keeps billing for, as the six flats at Regency House did. We send every board the insurance quotes we obtained and a written report of every visit, so neither question comes up.

05Block and estate management in Basildon

We look after blocks of flats and estates of houses across Basildon and the villages around it, including Laindon, Pitsea, Wickford, Billericay and Canvey Island. Every building has a named manager with a direct line, four site visits a year on full management, a client bank account in the building's own name, and every question answered in writing.

Our fees. Full management £240 a flat a year, minimum £2,400. Director Desk £895 a year for two to six flats, then £110 a flat. Estates of houses £100 a home for the first hundred homes and £40 after that, minimum £1,000. All plus VAT, twelve-month rolling agreement, three months' notice. How our fees work.

06Block management, not lettings

Most firms that come up for property management in Basildon are letting agents, who look after one landlord's flat and its tenant. Block management is different. We act for the residents' company, the right to manage company or the freeholder that runs the whole building: the shared parts, the service charge and the company itself.

07Changing managing agent in Basildon

Boards stay with agents who do not answer because switching sounds hard. It is not, if it is done in order: read the notice clause, get written quotations, resolve it at a board meeting, serve notice, and hand over. How to change managing agent sets out each step. We publish the handover checklist we send an outgoing agent and the three letters a board needs, and the free switching pack puts it all in one PDF.

08Other areas we cover

09Questions

Do you cover Laindon, Pitsea and Wickford?

Yes, along with the rest of Basildon borough, including Billericay.

Our estate has both flats and houses. Is that one fee?

It is one agreement on the published table: the flats at £240 each a year and the houses at £100 a home, both plus VAT.

How much does block management cost in Basildon?

£240 a flat a year plus VAT for full management, with a £2,400 minimum. Director Desk, for boards who run the building themselves, is £895 a year for two to six flats and £110 a flat above that. Estates of houses are £100 a home for the first hundred homes and £40 after that, minimum £1,000.

Who manages blocks of flats in Basildon?

Essex Block Management is a RICS regulated managing agent based in Chelmsford. Full management is £240 a flat a year plus VAT (minimum £2,400), with a named manager, four site visits a year and the service charge held in a client account in the building's own name. We manage residents' management companies, right to manage companies and freeholders' buildings in Basildon.

How do I choose a managing agent in Basildon?

Ask four things in writing: the fee per flat and every charge on top of it, whether the firm is regulated by RICS and protects client money, who your named manager will be and how many buildings they run, and how often they visit. A firm that will not put its fee in writing before a meeting is worth questioning.

How do we change managing agent for our block in Basildon?

Check the notice clause in your current management agreement, usually one to three months, then serve notice in writing from the company that appointed the agent. The new agent arranges the handover of the money, accounts and records. Our free switching pack has the letters and the handover checklist.

Have Basildon service charges been challenged at tribunal?

Yes. At Thistledown Court the tribunal cut a £275 a flat management fee to £150 because complaints went unanswered and the estate was not inspected, and at Langthornes in Billericay it set a year's insurance at £12,205.21 against £23,044.80 charged.

Does Basildon Council manage leasehold flats?

Yes, many. Basildon has one of the highest shares of council housing in Essex, and in council-owned blocks the council is the freeholder and manages the block for its right to buy leaseholders. Privately owned blocks are run by residents' companies, right to manage companies or a freeholder's agent.
