Essex Block Management manages blocks of flats and estates of houses in Colchester and nearby, including Lexden, the Hythe, Wivenhoe and Stanway, from our office in Chelmsford. Full management is £240 a flat a year plus VAT, minimum £2,400, with a named manager, four site visits a year and the service charge held in a client account in your building's own name. We are regulated by RICS and members of The Property Ombudsman. About one Colchester household in five lives in a flat, and four of the ten Essex right to manage claims decided by the tribunal since 2019 were on Colchester buildings.
Colchester mixes garrison conversions, riverside apartments around the Hythe, where former industrial land has been brought into residential use, and Victorian villas split into three or four flats around Lexden and the town centre. Many of these are run by small residents' management companies with volunteer directors.
The growth to come is large. The Tendring Colchester Borders Garden Community is planned at 7,500 to 9,000 homes, and Middlewick is expected to start delivering homes within the next ten years. New estates on that scale bring estate charges, landscaping and shared infrastructure that need managing from day one.
01The buildings we look after in Colchester
- Former garrison buildings converted to homes. Handsome old buildings with listed or locally important fabric, often on an estate with shared grounds. The work is the right specialist contractor and the right consent before anyone starts.
- Riverside apartments at the Hythe. Newer blocks on former industrial land, with lifts, gates, plant and communal gardens. The work is service contracts that are checked and a service charge that is explained.
- Victorian villas in Lexden and around the Dutch Quarter. Houses split into flats, some in conservation areas, run by volunteer directors. The work is a budget agreed before the year starts and repairs that respect the building.
Colchester falls under Colchester City Council, whose planning and building control teams we deal with when repairs need consent.
02Colchester in figures
At the 2021 census 16,217 Colchester households, about one in five, lived in a flat: 14,157 in purpose-built blocks and 1,038 in houses split into flats. Right to manage is less common here than in Southend, fewer than one in ten of the residents' companies we can place in Colchester. Even so, four of the ten Essex right to manage claims the tribunal has decided since 2019 were on Colchester buildings, and the only one the leaseholders lost was here.
03What the tribunal has decided on Colchester buildings
| Building | What happened | What the tribunal decided |
|---|---|---|
| Stopes House, East Hill CAM/22UG/LSC/2025/0660, 2025 | A lift replacement, £13,691.91 demanded from each flat. | Not payable. The landlord produced no contract, invoices or demands. |
| 21-25 Eaglegate, East Hill CAM/22UG/LSC/2024/0011, 2025 | Fire safety work, handrails, a risk assessment and a “repair fund”. | Insurance and the management fee payable. Handrails never fitted, a risk assessment for another part of the building, and the repair fund were not. |
| Wickham House, Northgate Street CAM/22UG/LRM/2025/0002, 2025 | A right to manage claim. The freeholder said a company owning one flat should have been invited to join. | The leaseholders won. |
| St Marys House, Church Walk CAM/22UN/LCP/2022/0002, 2022 | A right to manage claim. | Lost: the takeover date in the claim notice was too early. The RTM company paid £2,438.22 of the freeholder's costs. |
| Darkhouse Lane, Rowhedge CAM/22UG/LRM/2021/0004, 2022 | Right to manage claims for two blocks. | Both won. |
| 65 High Street and Culver Street East CAM/22UG/LDC/2026/0007, 2026 | Repairs to a roof valley, leadwork, gutter and parapet, about £2,250. | Allowed without full consultation. |
| 8 St Edmunds Court, Harwich Road CAM/22UG/LBC/2023/0013, 2026 | The freeholder said a maisonette broke its 1972 lease. | Breaches found: the layout had been altered, and it was occupied by people who were not a single family. |
| Brannam Court, Dedham CAM/22UN/LAM/2022/0002, 2022 | A freeholder managing the building without an agent, with structural repairs waiting. | The tribunal was minded to appoint a manager for about three years to get the repairs done. |

04What we take from them
Most of Colchester's cases are about old buildings in and around the town centre, where repairs come round often and cost a lot, and most of them turned on records: invoices that exist, consultation that was done, notices with the right dates. The landlord at Stopes House could not recover £13,691.91 a flat for want of a contract and invoices. That is the part of the job we are fussiest about.
05Block and estate management in Colchester
We look after blocks of flats and estates of houses across Colchester and the villages around it, including Stanway, Lexden, Wivenhoe, Tiptree and West Mersea. Every building has a named manager with a direct line, four site visits a year on full management, a client bank account in the building's own name, and every question answered in writing.
Our fees. Full management £240 a flat a year, minimum £2,400. Director Desk £895 a year for two to six flats, then £110 a flat. Estates of houses £100 a home for the first hundred homes and £40 after that, minimum £1,000. All plus VAT, twelve-month rolling agreement, three months' notice. How our fees work.
06Block management, not lettings
Most firms that come up for property management in Colchester are letting agents, who look after one landlord's flat and its tenant. Block management is different. We act for the residents' company, the right to manage company or the freeholder that runs the whole building: the shared parts, the service charge and the company itself.
07Changing managing agent in Colchester
Boards stay with agents who do not answer because switching sounds hard. It is not, if it is done in order: read the notice clause, get written quotations, resolve it at a board meeting, serve notice, and hand over. How to change managing agent sets out each step. We publish the handover checklist we send an outgoing agent and the three letters a board needs, and the free switching pack puts it all in one PDF.

09Questions
Do you manage listed buildings in Colchester?
Yes. Listed and conservation-area buildings need consent for many repairs and contractors who know the materials. We plan that into the timetable and the budget.
Will the new garden communities need estate management?
Yes. Estates planned on the scale of the Tendring Colchester Borders Garden Community are run through an estate charge and a management company from the first homes onwards.
How much does block management cost in Colchester?
£240 a flat a year plus VAT for full management, with a £2,400 minimum. Director Desk, for boards who run the building themselves, is £895 a year for two to six flats and £110 a flat above that. Estates of houses are £100 a home for the first hundred homes and £40 after that, minimum £1,000.
Who manages blocks of flats in Colchester?
Essex Block Management is a RICS regulated managing agent based in Chelmsford. Full management is £240 a flat a year plus VAT (minimum £2,400), with a named manager, four site visits a year and the service charge held in a client account in the building's own name. We manage residents' management companies, right to manage companies and freeholders' buildings in Colchester.
How do I choose a managing agent in Colchester?
Ask four things in writing: the fee per flat and every charge on top of it, whether the firm is regulated by RICS and protects client money, who your named manager will be and how many buildings they run, and how often they visit. A firm that will not put its fee in writing before a meeting is worth questioning.
How do we change managing agent for our block in Colchester?
Check the notice clause in your current management agreement, usually one to three months, then serve notice in writing from the company that appointed the agent. The new agent arranges the handover of the money, accounts and records. Our free switching pack has the letters and the handover checklist.
Have Colchester service charges been challenged at tribunal?
Yes. In 2025 the tribunal found that leaseholders at Stopes House on East Hill did not have to pay £13,691.91 each towards a lift, because the landlord produced no contract or invoices, and at 21-25 Eaglegate it struck out charges for handrails that were never fitted.
Can we get right to manage in Colchester?
Yes. Wickham House on Northgate Street won its claim in 2025, and two blocks on Darkhouse Lane, Rowhedge, in 2022. The one Essex case the leaseholders lost, St Marys House in 2022, gave too early a date for taking over.
