In short

Essex Block Management manages blocks of flats and estates of houses in Maldon and nearby, including Heybridge, Burnham-on-Crouch and Tollesbury, from our office in Chelmsford. Full management is £240 a flat a year plus VAT, minimum £2,400, with a named manager, four site visits a year and the service charge held in a client account in your building's own name. We are regulated by RICS and members of The Property Ombudsman. Maldon district has the lowest share of flats in Essex, 9%, mostly small blocks.

Maldon and Heybridge have converted maltings and mills, waterside apartments near the Hythe and the Blackwater, and some listed and conservation-area buildings where repairs need specialist contractors and the right consent.

Heybridge is growing through new estates such as Westcombe Park, planned at over 1,000 homes with a primary school, neighbourhood centre, allotments and sports pitches. Estates like that are run through an estate charge and a management company.

01The buildings we look after in Maldon

  • Maltings, mills and waterside apartments. Converted industrial buildings by the Blackwater with unusual fabric. The work is specialist contractors, the right consents, and a reserve fund that allows for them.
  • Listed and conservation-area buildings in the town. Repairs that need consent and traditional materials, planned into the budget rather than discovered.
  • Westcombe Park and the new estates in Heybridge. Large new estates with schools, open space and sports pitches, run through estate charges and a management company.

Maldon falls under Maldon District Council, whose planning and building control teams we deal with when repairs need consent.

02Flats in Maldon district, in numbers

Maldon district has fewer flats than anywhere else in Essex: 2,507 households, 9.0%, at the 2021 census, and only 1.0% rented from the council. Its blocks are mostly small, many of them conversions or retirement developments, run by a residents' company or a freeholder's agent. Census 2021, Office for National Statistics.

03When the freeholder disappears: Wantz Haven

Wantz Haven on Princes Road is a 1980s retirement development of 36 flats in five blocks, with a warden, a residents' lounge and a laundry. Its freeholder went into liquidation, and no liquidator was ever appointed, so nobody was responsible for the building.

The tribunal first appointed a manager in 2015. When that order ran out, a leaseholder applied again, and in January 2025 the tribunal appointed a manager for ten years. CAM/22UK/LAM/2023/0007, 2025

A tribunal-appointed manager is one route. Where the leaseholders qualify, right to manage, or buying the freehold, puts the building in their own hands for good. We look after buildings under all three.

04Block and estate management in Maldon

We look after blocks of flats and estates of houses across Maldon and the villages around it, including Heybridge, Burnham-on-Crouch, Tollesbury, Witham and South Woodham Ferrers. Every building has a named manager with a direct line, four site visits a year on full management, a client bank account in the building's own name, and every question answered in writing.

Our fees. Full management £240 a flat a year, minimum £2,400. Director Desk £895 a year for two to six flats, then £110 a flat. Estates of houses £100 a home for the first hundred homes and £40 after that, minimum £1,000. All plus VAT, twelve-month rolling agreement, three months' notice. How our fees work.

05Block management, not lettings

Most firms that come up for property management in Maldon are letting agents, who look after one landlord's flat and its tenant. Block management is different. We act for the residents' company, the right to manage company or the freeholder that runs the whole building: the shared parts, the service charge and the company itself.

06Changing managing agent in Maldon

Boards stay with agents who do not answer because switching sounds hard. It is not, if it is done in order: read the notice clause, get written quotations, resolve it at a board meeting, serve notice, and hand over. How to change managing agent sets out each step. We publish the handover checklist we send an outgoing agent and the three letters a board needs, and the free switching pack puts it all in one PDF.

08Questions

Our block is on the waterfront. What about insurance?

We arrange buildings insurance with the board shown the options, and on waterside buildings the flood cover and the excess are checked at every renewal.

Do you cover Burnham-on-Crouch and Tollesbury?

Yes, and the rest of Maldon district.

How much does block management cost in Maldon?

£240 a flat a year plus VAT for full management, with a £2,400 minimum. Director Desk, for boards who run the building themselves, is £895 a year for two to six flats and £110 a flat above that. Estates of houses are £100 a home for the first hundred homes and £40 after that, minimum £1,000.

Who manages blocks of flats in Maldon?

Essex Block Management is a RICS regulated managing agent based in Chelmsford. Full management is £240 a flat a year plus VAT (minimum £2,400), with a named manager, four site visits a year and the service charge held in a client account in the building's own name. We manage residents' management companies, right to manage companies and freeholders' buildings in Maldon.

How do I choose a managing agent in Maldon?

Ask four things in writing: the fee per flat and every charge on top of it, whether the firm is regulated by RICS and protects client money, who your named manager will be and how many buildings they run, and how often they visit. A firm that will not put its fee in writing before a meeting is worth questioning.

How do we change managing agent for our block in Maldon?

Check the notice clause in your current management agreement, usually one to three months, then serve notice in writing from the company that appointed the agent. The new agent arranges the handover of the money, accounts and records. Our free switching pack has the letters and the handover checklist.

What happens if the freeholder of my Maldon block goes into liquidation?

The leaseholders can ask the tribunal to appoint a manager. At Wantz Haven in Maldon, where the freeholder was in liquidation with no liquidator, the tribunal appointed a manager for ten years in 2025. Right to manage or buying the freehold are the permanent routes.
