Essex Block Management manages blocks of flats and estates of houses in Southend-on-Sea and nearby, including Westcliff, Leigh-on-Sea, Thorpe Bay and Shoeburyness, from our office in Chelmsford. Full management is £240 a flat a year plus VAT, minimum £2,400, with a named manager, four site visits a year and the service charge held in a client account in your building's own name. We are regulated by RICS and members of The Property Ombudsman. More than a third of Southend households live in a flat, and about three in ten of the residents' companies we can place in the city are right to manage companies.
Southend, Westcliff and Leigh hold some of the oldest managed buildings in Essex: Edwardian mansion blocks and large seafront houses converted into flats, alongside newer apartment developments on and around Victoria Avenue, including retirement schemes. On the seafront the building fabric is the work. Render, roofs, balconies and windows take the sea air, so a properly planned reserve fund matters more here than almost anywhere in the county.
Many of these buildings are small, with a board of two or three volunteer directors who have been let down by an agent who never visits. Four visits a year, a named manager and a reserve fund plan are what they ask us for.
01The buildings we look after in Southend-on-Sea
- Edwardian mansion blocks and converted villas in Westcliff and Leigh. Tall old buildings with shared roofs, chimneys and drainage, run by small boards. The work is a reserve fund and a five-year repair plan the leaseholders can see.
- Seafront and cliff-top apartments. Render, balconies, windows and metalwork that the salt air works on every year. The work is inspections that actually look up, and redecoration on a cycle rather than when something fails.
- Offices converted into flats along Victoria Avenue. Buildings that changed use, where the fire risk assessment, the fire doors and the building's records deserve a close look on the day we take over.
Southend-on-Sea falls under Southend-on-Sea City Council, whose planning and building control teams we deal with when repairs need consent.
02Southend in figures
Southend has more flats than anywhere else in Essex. At the 2021 census 28,294 households, more than a third of the city, lived in a flat. 10,249 of them were in a house split into flats, more than the other thirteen Essex councils put together. On Victoria Avenue, former office buildings now hold flats too: Skyline Plaza has 52 over nine floors.
Right to manage is common here. About three in ten of the residents' companies we can place in Southend, Westcliff, Leigh and Shoeburyness from their directors' home addresses are right to manage companies, against about one in eight across Essex.
03What the tribunal has decided on Southend buildings
| Building | What happened | What the tribunal decided |
|---|---|---|
| 135 York Road CAM/00KF/LRM/2025/0013, 2026 | A Victorian house of six flats. The freeholder said the RTM company's articles were out of date. | The leaseholders won right to manage and got their £114 fee back. |
| 1307-1321 London Road, Leigh-on-Sea CAM/00KF/LRM/2025/0011, 2026 | The only objection came by email from a buyer not yet registered as the freeholder. | It did not count. Management passed to the leaseholders on 19 October 2025. |
| 64 The Broadway, Thorpe Bay CAM/00KF/LSC/2025/0669, 2026 | A £53,022.88 roof on a converted convent of three flats. | Payable, once the reserve fund was credited. The landlord refunded the £341 tribunal fees. |
| Audley Court, Forge Way CAM/00KF/LAM/2025/0001, 2026 | 66 flats. The leaseholders asked the tribunal to replace the landlord's agent with a manager of their choosing. | Refused. The agent was visiting, checking contractors and getting work done. Wanting a better service was not enough. |
| 5 Ambleside Drive CAM/00KF/LDC/2026/0013, 2026 | A house split into three flats. A roof leak into the top flat, £3,310 plus VAT to repair. | Over £250 a flat, so it needed consultation or the tribunal's permission. Permission was given. |
| 667-673 London Road, Westcliff CAM/00KF/LIS/2024/0001, 2025 | Flats above shops. Insurance was demanded part way through the year, but the lease only allows it through the year-end accounts. | Nothing payable for 2023 or for the 2024 demand. Fees refunded. |
| Mont Dol, Chalkwell Avenue, Westcliff CAM/00KF/LAM/2023/0001, 2024 | Four flats in a 1920s house, with the freehold owned by the four leaseholders. They could not agree on the garages, the roof or the garden. | The tribunal appointed a manager to run the building for three years. |
| Cluny House CAM/00KF/LDC/2026/0018, 2026 | A council block. Replacing the lifts, £85,275.92. | Allowed without full consultation. |

04What we take from them
In a house of three or four flats, almost any real repair needs consultation: with three equal shares, anything over £750 including VAT. Owners who share the freehold and stop agreeing can end up with a manager appointed by the tribunal, as at Mont Dol; an agent the whole board chooses keeps the decisions with the owners. And a demand only stands if it follows the lease, as the landlord of the flats above the shops on London Road in Westcliff found.

06Block management, not lettings
Most firms that come up for property management in Southend-on-Sea are letting agents, who look after one landlord's flat and its tenant. Block management is different. We act for the residents' company, the right to manage company or the freeholder that runs the whole building: the shared parts, the service charge and the company itself.
07Changing managing agent in Southend-on-Sea
Boards stay with agents who do not answer because switching sounds hard. It is not, if it is done in order: read the notice clause, get written quotations, resolve it at a board meeting, serve notice, and hand over. How to change managing agent sets out each step. We publish the handover checklist we send an outgoing agent and the three letters a board needs, and the free switching pack puts it all in one PDF.

09Questions
Do you manage converted houses of three or four flats in Westcliff?
Yes. Small buildings get the same named manager and four visits a year. Full management has a £2,400 minimum, and boards who run the building themselves can use Director Desk from £895 a year.
Our seafront block needs major works. Can you run the section 20 consultation?
Yes. We plan the works from the reserve fund forecast, run the consultation to the regulations and supervise the contractor. Administration is 10% of the works up to £50,000 and 5% above.
How much does block management cost in Southend-on-Sea?
£240 a flat a year plus VAT for full management, with a £2,400 minimum. Director Desk, for boards who run the building themselves, is £895 a year for two to six flats and £110 a flat above that. Estates of houses are £100 a home for the first hundred homes and £40 after that, minimum £1,000.
Who manages blocks of flats in Southend-on-Sea?
Essex Block Management is a RICS regulated managing agent based in Chelmsford. Full management is £240 a flat a year plus VAT (minimum £2,400), with a named manager, four site visits a year and the service charge held in a client account in the building's own name. We manage residents' management companies, right to manage companies and freeholders' buildings in Southend-on-Sea.
How do I choose a managing agent in Southend-on-Sea?
Ask four things in writing: the fee per flat and every charge on top of it, whether the firm is regulated by RICS and protects client money, who your named manager will be and how many buildings they run, and how often they visit. A firm that will not put its fee in writing before a meeting is worth questioning.
How do we change managing agent for our block in Southend-on-Sea?
Check the notice clause in your current management agreement, usually one to three months, then serve notice in writing from the company that appointed the agent. The new agent arranges the handover of the money, accounts and records. Our free switching pack has the letters and the handover checklist.
