Essex Block Management manages blocks of flats and estates of houses in Chelmsford and nearby, including Beaulieu, Channels, Great Baddow, Springfield and Broomfield, from our office in Chelmsford. Full management is £240 a flat a year plus VAT, minimum £2,400, with a named manager, four site visits a year and the service charge held in a client account in your building's own name. We are regulated by RICS and members of The Property Ombudsman. Around one Chelmsford household in five lives in a flat, almost all in purpose-built blocks.
Chelmsford is where we are based. The city has two very different kinds of managed building. In the centre and around the station there are newer apartment blocks, many with lifts, door entry, car park gates and plant, and the larger ones now carry duties under the Building Safety Act. In the Victorian and Edwardian streets either side of the station there are houses converted into three or four flats, usually run by a small residents' company.
North-east Chelmsford is one of the largest new communities in the county. Chelmsford Garden Community is planned at around 10,000 homes, and close to 2,350 have already been built at Beaulieu and Channels. Every one of those neighbourhoods has shared roads, open space and landscaping paid for through an estate charge, and every estate will eventually be run by a management company that needs an agent.
01The buildings we look after in Chelmsford
- Apartment blocks in the centre and by the station. Lifts, door entry, car park gates, CCTV and plant on service contracts, and on the taller blocks the Building Safety Act duties. The work is contracts that are actually checked and a compliance diary that is kept.
- Victorian and Edwardian conversions around Moulsham and the station. Three or four flats in a converted house, a small residents' company and usually no reserve fund. The work is a proper budget, insurance that matches the building, and repairs planned before they become urgent.
- Beaulieu, Channels and the Garden Community. New estates with apartment blocks and houses side by side, an estate charge, and a management company that the developer will one day hand to the residents.
Chelmsford falls under Chelmsford City Council, whose planning and building control teams we deal with when repairs need consent.
02Chelmsford in figures
At the 2021 census 14,895 Chelmsford households lived in a flat, about one in five, and almost all of them (13,380) in purpose-built blocks. Only 664 lived in a house converted into flats, against more than 10,000 in Southend. So the work here is mostly blocks: lifts, door entry, fire doors, car parks, and on the newer and taller buildings the duties of the Building Safety Act.
Right to manage is less common here than on the coast: fewer than one in ten of the residents' companies we can place in Chelmsford from their directors' home addresses are right to manage companies. The most recent was Little Docklands on Wharf Road, whose leaseholders won their claim at the tribunal in May 2026.
03What the tribunal has decided on Chelmsford buildings
| Building | What happened | What the tribunal decided |
|---|---|---|
| Kingfisher Lodge, Great Baddow CAM/22UF/LIS/2025/0016, 2026 | A retirement block of 43 flats. The landlord wanted £9,000, £209.30 a flat, through the service charge to refit the warden's bathroom. | Not payable. The lease did not cover it. |
| Little Docklands, Wharf Road CAM/22UF/LRM/2025/0014, 2026 | A right to manage claim, disputed because one flat's owner was named wrongly. | The leaseholders won. |
| 79 Wood Street CAM/26UF/LDC/2025/0684, 2025 | Four maisonettes. Urgent roof and gutter work was done without consultation, and the agent asked the tribunal to excuse it. | Refused, because the agent missed the tribunal's deadlines even after an extension. Recovery is limited to £250 a flat. |
| Celmeres Court, Springfield Road CAM/22UF/LDC/2025/0622, 2025 | A former office building, now 20 flats over six floors. Its firefighting lift failed its six-monthly inspection and was shut down. | The urgent repair was allowed without full consultation. |
| Mulberry Mews, Chelmer Road CAM/22UF/LDC/2020/0016, 2020 | Testing the outside wall covering for combustible materials. | Allowed without consultation. No leaseholder objected. |
| Hayes Close CAM/22UF/LSC/2019/0004, 2019 | 36 maisonettes from about 1930. Repairs to the external metal staircases, which serve the upper flats. | Payable by every flat under the leases. The contractor the leaseholders put forward gave the reasonable price. |

04What we take from them
Read the lease before charging for anything, as Kingfisher Lodge shows. Consult before major work, and if it cannot wait, apply to the tribunal properly and on time, as Wood Street shows. Keep the lift, fire and building inspections that tell you when work is urgent, as at Celmeres Court. A board whose agent does those three things rarely ends up at the tribunal at all.
05Block and estate management in Chelmsford
We look after blocks of flats and estates of houses across Chelmsford and the villages around it, including Great Baddow, Springfield, Broomfield, Writtle and South Woodham Ferrers. Every building has a named manager with a direct line, four site visits a year on full management, a client bank account in the building's own name, and every question answered in writing.
Our fees. Full management £240 a flat a year, minimum £2,400. Director Desk £895 a year for two to six flats, then £110 a flat. Estates of houses £100 a home for the first hundred homes and £40 after that, minimum £1,000. All plus VAT, twelve-month rolling agreement, three months' notice. How our fees work.
06Block management, not lettings
Most firms that come up for property management in Chelmsford are letting agents, who look after one landlord's flat and its tenant. Block management is different. We act for the residents' company, the right to manage company or the freeholder that runs the whole building: the shared parts, the service charge and the company itself.
07Changing managing agent in Chelmsford
Boards stay with agents who do not answer because switching sounds hard. It is not, if it is done in order: read the notice clause, get written quotations, resolve it at a board meeting, serve notice, and hand over. How to change managing agent sets out each step. We publish the handover checklist we send an outgoing agent and the three letters a board needs, and the free switching pack puts it all in one PDF.

09Questions
Are you based in Chelmsford?
Yes. We are based in Chelmsford and manage blocks and estates across Essex, so a site visit in the city is never a long drive.
Can you take on a block or estate at Beaulieu or Channels?
Yes. Whoever controls the management company, the developer now or the residents later, can appoint us, and we price the flats and the houses separately on the published table.
How much does block management cost in Chelmsford?
£240 a flat a year plus VAT for full management, with a £2,400 minimum. Director Desk, for boards who run the building themselves, is £895 a year for two to six flats and £110 a flat above that. Estates of houses are £100 a home for the first hundred homes and £40 after that, minimum £1,000.
Who manages blocks of flats in Chelmsford?
Essex Block Management is a RICS regulated managing agent based in Chelmsford. Full management is £240 a flat a year plus VAT (minimum £2,400), with a named manager, four site visits a year and the service charge held in a client account in the building's own name. We manage residents' management companies, right to manage companies and freeholders' buildings in Chelmsford.
How do I choose a managing agent in Chelmsford?
Ask four things in writing: the fee per flat and every charge on top of it, whether the firm is regulated by RICS and protects client money, who your named manager will be and how many buildings they run, and how often they visit. A firm that will not put its fee in writing before a meeting is worth questioning.
How do we change managing agent for our block in Chelmsford?
Check the notice clause in your current management agreement, usually one to three months, then serve notice in writing from the company that appointed the agent. The new agent arranges the handover of the money, accounts and records. Our free switching pack has the letters and the handover checklist.
Have Chelmsford service charges been challenged at tribunal?
Yes. In 2026 the tribunal ruled that leaseholders at Kingfisher Lodge in Great Baddow did not have to pay £9,000 to refit the warden's bathroom, because the lease did not cover it. In 2025 it refused to excuse an agent in Wood Street who had skipped consultation on roof work, limiting recovery to £250 a flat.
How many flats are there in Chelmsford?
At the 2021 census 14,895 Chelmsford households lived in a flat, about one in five, almost all in purpose-built blocks.
